Public hearing on tax rate, budget to be held at school board meeting


Public hearings on the proposed tax rate for 2022-23 and the budget for the upcoming academic year will take place at the San Marcos Consolidated ISD board meeting on Monday.

Discussion regarding the proposed tax rate will take place first, followed by discussion of the proposed budget for 2022-23. Following the public hearings, council will consider taking action on the budget.

The proposed budget would see total revenues at $82,022,067 for 2022-23, while expenses would total $95,951,872, putting SMICSD in a deficit of nearly $14 million. Action regarding the 2022-23 tax rate is expected to take place at an upcoming meeting.

In other matters, the commissioners will elect the officers of the school board – president, vice-president and secretary.

The board will review and take action for its 2022-23 schedule. Most meetings will be held on the third Monday of each month, with the exception of previous meetings on November 14, December 12, and March 6 for school vacations and meetings on Tuesday, January 17 and February 21 for observance of federal holidays. .

Trustees will consider approving a contract with Excel Energy Group to install LED lighting on all SMICSD campuses. The contract with Excel Energy Group would cost $723,000. The board will consider approving a contract with Enviromatic Systems to install HVAC controls for De Zavala Elementary. The contract, if awarded, would be for $131,943.

The board will discuss approving a contract with Longhorn Bus Sales in the amount of $753,372 for six school buses for the district.

The board will also consider the approval of a delegate from the Texas Association of School Boards and an alternate delegate from the TASB. Review and discussion will take place regarding the approval of contracts awarded for professional development, speakers, consultants, trainers and related services and materials.

Administrators will consider taking possible steps to reward an optional flexible school day program at San Marcos High School for the 2022-23 school year. The council will also discuss and take possible steps to provide a stipend to staff who have completed a master’s or doctoral degree. In camera, the board will hold discussions regarding legal advice regarding the Stantac contract, the evaluation and contract of the superintendent, the chief financial officer, the chief human resources officer and the superintendent of schools. The administrators will meet again to take any action on the points discussed in the executive session.
